Revolving door in MS Choir

I have a 7-8 grade middle school choir of about 30.  The schedule, at the moment, is the lesser of two evils. I see all of the choir on M W F and on T Th about 12 of them go to PE.  This is not too bad. However, students get pulled for remediation and or PACE during the 9 weeks and filter back in later.  At the 9 week change, I may lose 8-12 due to remediation and gain 4-6 just out of the blue.
My question is; Should I even try to form this group into a CPA worthy choir?  Should I attempt to offer All-Region tryouts?  Or, should I relax and teach a little sight singing, theory, and try to learn some choral lit. of substance?
